Personal Finance Tips To Keep Your Money In Your Pocket ...

Everyone understand how confusing personal finances can be when they are not managed well. If you find yourself in a difficult financial situation, you should do plenty of research. This article will give you hints on how to organize your finances and improve them for the future.

Be sure to stay on top of your credit report. You may obtain a copy of your credit report without cost. Check your report twice every year for mistakes or to make sure no one has tried stealing your identity.

Not every debt you have is a bad one. For example, a current mortgage will improve your credit score. This is a good debt. Typically, investment in real estate of any type will yield good returns for the money in the form of appreciation, as well as a tax deduction for interest paid on loans used for purchasing the property. Another debt that is good is a school loan. Student loans generally have lower interest rates are are not repaid back until students have completed their schooling.

TIP! If you don?t already have one, open a new flexible spending account. This money is not taxable, which translates into big savings.

If the time isn?t right then do not sell. If your stock is performing well, hold off on making any moves. Consider any stocks that aren?t performing well, and think about moving them around instead.

Open more than one checking account to make budgeting simpler. You will be able to use one account to pay for your fixed expenses and one for your variable expenses. If you are in the situation that you can pay your bills every month, you can keep track of where you are spending your money.

Start Saving

Eliminate your cell phone to save money. This suggestion can be difficult for many people, but not too long ago, there was no such thing as a cell phone. Cell phones really offer convenience more than anything. At the least, research your bill, and find out if you might be able to lower your monthly cost with cheaper options.

TIP! To get your personal finances in order, you need to start saving immediately. Stop making excuses to avoid saving, and make it a priority.

If you are hoping to send your children to college or university, it is a good idea to start saving some cash from the minute they are born. As college costs keep rising, it?s not going to be possible to pay for their education if you wait until they are teens to start saving up.

Ensure that you?re paying your monthly utility bills and rent on time. You can hurt your credit rating if you pay them late. On top of that you will most likely incur late fees which only drain more money from your wallet. When you pay your bills late, it causes a lot of problems and complications; therefore, it?s best to pay your bills in a timely manner.

If you?ve spent your whole paycheck on expenses, you can still save by cutting back on non-essential items, instead of completely cutting out. You may not be able to entirely give up eating out, but you can at least make it less frequent. It will probably be more effective in the long run if you cut the number of times that you dine out per month in half. In that way, you can reduce your expenses and still have the satisfaction of eating at your favorite restaurant on occasion.

Avoid the large fees that some brokers charge. It is common for investment managers to assess substantial fees for the work they do on your behalf. These fees play a huge role when it comes to your earnings. Avoid brokers who have high overhead or take a huge cut for themselves.

TIP! Don?t be discouraged with a drop in your credit score while you are working on fixing your credit because this is not uncommon. Don?t panic if you notice a slight drop in your score.

If you search online, you can find coupons that you could not find in other places. These coupons can save a large sum of money when added up over time and are a great way for anyone to take charge of their finances.

Personal Finances

Don?t let your personal finances get to you, clear your head, and realize it is time for you to tackle the issues. The article has provided you with the information you need to get on the right track, so apply this information to your personal finances and you will make a difference

You can save money when purchasing bedding sheets and pillows by shopping at a discount store. This could help you in saving both money and time through the years as you maintain the same type of quality when it comes to your sheets. Comparison shopping can go a long way toward helping you improve your financial situation.

Tips for improving your home's feng shui | OregonLive.com

Shortly after he hired an interior designer, Philip Morgan was laid off from his job as a technical writer.

But instead of deciding he couldn't afford her services, Morgan kept working with designer Cheryl Janis? to overhaul his home office using principles of feng shui and design psychology. (The latter is an emerging field in which a practitioner works off a client's emotional response to his or her home.)

"I had the choice of looking for another job or doing what I was doing on my own," recalls Morgan, 37. "And I chose to work on my own."

Morgan credits the office makeover with giving him the confidence he needed to co-found Word Lions,? a company that creates written marketing and training content for clients ranging from small nonprofits to large consulting firms.

"Rather than thinking I would just pick up small jobs, I started going after bigger jobs. I started to feel like a legitimate company rather than a freelancer," Morgan says.

Is it possible to increase business prowess and earning potential just by changing the design of a home or business?

Janis says she believes it is. The 43-year-old interior designer, who divides her time between Cloverdale and Portland, has studied and used feng shui for more than 15 years.

She says she believes that beautiful, safe and nurturing spaces will be reflected in work and personal lives. The results of feng shui, she says, are often dramatic: increased creativity and productivity, better self-esteem and better finances.

"For Philip, this was a big alignment between his innermost desires -- to be free of working for someone else -- and his working environment," says Janis. "The space we created gave him the vision to launch his business."

Among other things, she advised Morgan to move his desk from a spot facing a wall to a "power position" that looked toward the door. Also changed was the wall color, from a rather feminine green to a more masculine, earthy green.

"Green is the color of learning and growth, which are both important intentions to have in starting a new business," Janis says. "Men often prefer a darker color on the wall that is more masculine, like grays and green, that (enables them) to focus."

A former furniture designer, Janis says she became interested in feng shui after learning about it at a conference in 1997.

"I went home and applied some of the principles I had learned and felt an immediate improvement in my life. I was hooked. After that, I read everything on the subject and sought formal training. Because of my background in furniture design it was easy and intuitive to fuse design and feng shui."

At the time she was living in San Diego, where, she says, she ran IE Home Furniture,? a furniture and design accessories manufacturer she'd founded; her designs were sold in boutiques and high-end stores such as Neiman Marcus.

She closed her business in 2001, after 9/11, and began studying how color and energy work, continuing to advanced studies in feng shui and graduating from the Western School of Feng Shui. ?

During that time she'd moved to Los Angeles, living there for two years and working with residential feng shui design clients. In 2004, her grandmother died. Deciding she wanted a lifestyle change, she sold her home, moved to Portland, and started her design business.

Tips for improving your home's feng shui and bringing about specific results.

To create success for a home-based business: Look to the left rear of your home, which in feng shui is considered the "power area" of the home for business and finance. (The right rear is the "power area" for love). The left rear of the home is related to how one attracts money, opportunity and prosperity, so placing an office within that area makes sense if you are trying to grow a home-based business or do productive office work at home. Desk placement within that area is also key. r You would never walk into a CEO's office and find the desk oriented so his or her back is to the door, Janis says. "People with their backs to a door are in a vulnerable position. But if you are sitting in a power position talking to a client, then you are much more likely to close the deal." So place your back to one of the three non-entry walls, and put the desk in front of you. (But avoid facing the door directly, which can be the source of negative energy.)

To increase productivity: Cut the clutter. "Clutter represents blocks in our lives. So when we keep stuff around -- old papers, bills and receipts -- they become like heavy weights ... and block energy," Janis says. She suggests getting rid of anything that does not represent who you are at this moment. That might include gifts you don't use, old magazines, artwork and legal documents, including divorce papers. (Your lawyer can hold on to them for you.) "All these things that you are afraid to get rid of actually represent energetic cords to the past and hold you back." In the digital age there's no need to hold on to most bills or receipts, she says; if you feel you must, keep documents no more than four or five years, Janis says.

To increase creativity:
Dedicate an area of your home to your creative interest. "Create an area for those things you are passionate about but haven't done anything about because you are too busy -- even if it's a tiny area, a corner of a table or a box," Janis says. Also, if you are interested in hatching a creative project, look to the right middle area of your home, which is the sector of giving birth, figuratively and literally. You might consider decorating that area with art or objects that symbolize birth and rebirth. A red accent piece is said to activate creativity.

To increase personal power and gain recognition: Surround yourself with symbols that resonate and support you. Some people place a picture or statue of a powerful or fierce animal on their desk to symbolize the inner power they want to conjure, such as a dragon, wolf, lion or eagle. Janis advises clients to hang up diplomas, certificates and awards. "Hanging our diplomas is really an outer expression of our achievements that sends a strong message to the world."

To create abundance:
Look to the center front part of the house. Consider placing a water feature in this area, perhaps just to the right of your front door, to signify a "flow of abundance" into your life, Janis advises. "Adding a water feature is probably the single most important thing you can do to enhance flow and abundance in your life," Janis says. "You place this by the front door because in feng shui this is where the element of water lives and the entrance to the home is the mouth of energy." A water feature on your desk serves a similar purpose.

To improve health:
In feng shui, the house is akin to the human body, and the center of the house is the health area. Because health and that part of the house are related to the earth element in various Chinese philosophies, Janis suggests hanging images and accents that represent the earth: desert and sun, the colors yellow or brown, materials like terra cotta.

To find a romantic partner: Almost uniformly, the singles that Janis works with have single objects throughout their house, she says. To send out the signal that you are ready to meet your mate, start buying two of everything: matching candles, end tables, lamps. "Two of anything represents partnership." Hanging beautiful photos of romantic scenes or couples also sends a message to ourselves and others than we are ready to become part of a couple, as does painting walls with colors such as deep eggplants, peaches or pinks.

To reduce stress: Relax the interior design with soft window treatments, earthy and healing colors (green/blue) and cozy areas that incorporate natural elements such as plants and water features. Janis recently worked with a stressed-out client who was having trouble sleeping. Initially, the woman's windows were uncovered, the walls were white, and her home was all hard edges. Janis advised adding window treatments and painting the walls shades of brown and green to create a sense of earthy calm. Also added were upholstered furniture and rugs, soothing images of water and nature, plants with rounded leaves, and water features. "Afterwards, she felt much more grounded and was able to achieve more balance in her life and feel calmer while sleeping better," Janis says.

China takes first medal at 2012 Paralympics

LONDON (CNN) ?

China claimed the first gold medal of the 2012 Paralympics, as the Games got under way in London on Thursday in front of big crowds.

The first gold went to Cuiping Zhang in a women's air rifle shooting event. Another quickly followed for China in the men's C1-2-3 1-kilometer cycling time trial, as Li Zhang Yu swooped around the velodrome in record-breaking time.

There are 503 gold medals to be won in the course of the 11-day competition, for which more than 4,000 athletes have descended on London from more than 160 countries.

On Thursday alone, 32 gold medals are up for grabs across five different sports.

Back in the velodrome, Susan Powell took Australia's first gold in the women's individual C4 pursuit, while Kieran Modra took its second in the men's individual B pursuit.

And the home crowds cheered on British cyclist Sarah Storey as she won the first gold of the Games for the host nation. The win in the women's individual C5 pursuit cycling brought her total Paralympic medal haul to eight.

Storey, who was born without a left hand but is also a champion swimmer, narrowly missed out on being selected for the women's team pursuit at the London 2012 Olympics.

Over at the Aquatic Centre, American Jessica Long won the women's 100-meter butterfly S8 with a personal best time to give Team USA its first gold of the Games.

But Team USA suffered a blow when authorities confirmed that one of its big medal hopes, swimmer Mallory Weggemann, was being reclassified from S7 to S8.

The classification system, designed to make sure athletes in each sport compete against similarly abled rivals, is central to how the Games work.

How To Deliver Your Promise - Building A Better Workplace

The sign on the front of the historic house turned restaurant read, ?Fine dining.? We took our seats in eager anticipation.

?? and it's served with a Vurblonk Sauce,? exclaimed our server to describe one of the dishes.

Assuming the sauce was a house specialty, I asked her to describe what a Vurblonk Sauce was.

?It's a white wine sauce,? she offered.

And then it hit me. ?Oh, you mean a 'vin-blanc' sauce.?

?Um, yeah. I'm not French,? she shrugged.

?Fine dining? may have described the food but not the experience. How often do businesses do that: make a promise to their customers and fall short because of a lack of communication with those who communicate directly with their cash-flow?

It is essential that front-line staff are educated, motivated and own the corporate mission. Otherwise, there's a let-down for both the employee and the customer.

Front-line managers, you have only ONE job: serve your staff so they may serve your customers. Communicate. Talk. Coach. Ask. Motivate. Inspire. Troubleshoot. Teach. And when you think they finally have it, do it again. Repeat. Repeat. Repeat.

The more you engage your staff, the more likely they are to engage us ? your customers. But never assume that saying it once is enough. It rarely ever is.

Pets are definitely part of the family | The News & Advance

By: By Karin Sherbin/The Bedford Humane Society | The News & Advance

Doting pet owners sometimes refer to their animal companions as children.

There are similarities, as I found with my dogs ? responsibility and testing of will and patience.

Workday mornings, I can?t just jump out of bed, eat breakfast and drive to work.

I have to greet the enthusiastic and youthful Jezebelle and let her out immediately. Next up I fill food and water bowls and coax the teenage Baguette out of bed, letting the senior Misha rise at her convenience.

When Jez and B finish supping, I walk them, playfully referring to them as the twins ? Jez tall and slender and B. short and stout.

By then, Misha wakes up and it?s her turn to eat and walk. Finally I secure them for the day and am off to the office, though, by the time I arrive, it already feels as though I?ve worked half the morning.

In the evenings, I return home and take time to properly greet each dog.

How was her day? How does she feel?? Then it is dinner and walking again. Play time!

Add to the mix education (classes and homeschooling), field trips to parks, play dates, and medical care consisting of daily pills, cleanup from sensitive digestive tracts and the occasional run to the emergency clinic.

Then there?s the testing of will and patience.

B. purposely taxes both, behind a face that mugs dignity and banality simultaneously. One evening, B. lounged in the backyard. I commanded her to come. Baguette gave me her look as she stayed in place. As if she didn?t understand me!

I didn?t repeat the command or chase after her. Instead, I leashed Jez in the yard and walked her solo. Upon my return I conducted my own testing.

?Baguette come!? I said sharply, and B. zoomed over and sat in front of me, classroom perfect. She got her walk.

Jez tests my patience without trying, like playing in red clay before coming inside as I ready to leave for work. Roll out the hose, again.

Sadly, pets differ from children in one major way ? their lifespan accelerates past ours. Now that I?m older, I find that my aging pet becomes a companion in commiseration.

A youthful Misha used to wake me like clockwork at 7 a.m. by staring at me with her border collie intensity. Now we prefer lounging in bed late. In the mornings, we hobble down the stairs with tender joints. We sometimes find the child-like antics and energy of the twins irritating.

My dogs as furry children?

Maybe not. But they definitely are family.

Tethering feedback

Of the half dozen readers who commented onHampton?s ban on dog chaining, only one disagreed.

He explained that while he trained his dog to stay in the yard while loose, she may need tethering at some point.

?I am educated enough to make an objective decision without the interference of a bureaucrat who knows nothing about my particular situation,? he wrote.

Gazprom, Bulgaria Discuss South Stream ... - LNG World News

Gazprom, Bulgaria Discuss South Stream Construction

Today the Gazprom delegation led by Alexander Medvedev, Deputy Chairman of the Gazprom Management Committee paid a working visit to the Republic of Bulgaria. Leonid Chugunov, Head of the Project Management Department also joined the delegation.

The discussion centered on the issues of the ongoing cooperation in the gas sector, in particular, the South Stream gas pipeline construction in Bulgaria.

The parties signed a number of documents in the presence of Delyan Dobrev, Bulgarian Economy, Energy and Tourism Minister.

Gazprom and Bulgarian Energy Holding EAD signed a protocol on the South Stream project implementation in the Republic of Bulgaria. The document defines the entry point of the gas pipeline into the Bulgarian gas transmission system, its parameters and further development of the project.

It was agreed to adopt the final investment decision for the project on November 15, 2012.

Besides, the parties formalized the accords reached in spring 2012 on terms and conditions of the existing contracts for Russian natural gas supply to Bulgaria. This will promote an increase in gas off-takes under the existing contracts.

?Signing of these documents is extremely significant for implementing South Stream, a trans-European project. This gas pipeline will enhance the reliability and flexibility of Russian gas supplies to Europe for the coming decades,? stated Alexander Medvedev.

Gibbon Call Produced Like Human Soprano Song

60-Second Science

A gibbon on helium showed researchers that the two parts of the ape's sound-making apparatus--the larynx and vocal tract--function independently, as in human singing. Sophie Bushwick reports.

More 60-Second Science

It?s too bad a gibbon can?t sing in the opera?these apes vocalize with the same techniques that sopranos use to bring down the house. A study in the American Journal of Physical Anthropology raised the curtain on gibbons? voices?with helium. [Hiroki Koda et al, Soprano singing in gibbons]

If you?ve ever inhaled helium, you know that it increases the rate of vibration of the vocal cords?which raises the pitch of your voice too. When researchers let a white-handed gibbon breathe helium-enriched air, the ape?s musical, penetrating call [normal gibbon call] turned into this [helium gibbon call].

As Scientific American?s Kate Wong reported last week, these vocal changes told researchers that the two parts of a gibbon?s sound-making apparatus?the larynx that produces a call and the vocal tract that filters and modifies it?function independently, just like in humans. And the same technique that lets gibbons project their melodious cries through a dense forest also helps operatic sopranos fill a room with sound [singing sound].

Romney Convention Reset 'Not Gonna Work,' Obama Camp Says

In a prebuttal to the Republican Convention, the Obama campaign says attempts by presumptive nominee Mitt Romney to refresh his image on the national stage are "not gonna work."

A spoof movie trailer produced by the campaign - dubbed an "epic cinematic preview " of Romney's week ahead - openly mocks Romney for what is portrayed as his repeated failure to cultivate a positive image.

"Nothing is working," says the announcer over a dramatic soundtrack. "His only hope is a convention reinvention. And an Etch-a-sketch of epic proportions will be shaken to its core."

Romney enters his convention week in Tampa, Fla., with the lowest personal popularity ratings for a presumptive presidential nominee since 1984. Forty percent of Americans have a favorable view of Romney, 49 percent unfavorable, according to the latest ABC News/Washington Post poll.

Republicans have enlisted an army of image-makers, advertising managers, designers and media producers to help craft a convention program that can showcase Romney at his best, trying to overcome the negative associations Democrats have been pushing for months.

"On Aug. 30, Mitt Romney stars in the Do-Over," the narrator in the spoof says. "Rated N for not gonna work."

Romney campaign spokeswoman Amanda Henneberg called the video a personal, negative attack contrary to the president's high-minded rhetoric about elevating the tone of the campaign.

"President Obama continues to prove he has little he can say about his indefensible record in office, which has led to chronic unemployment, increased poverty, falling incomes and middle-class pain," Henneberg said in a statement.

"With public confidence in the President falling, his campaign will continue to rely on negative attacks that will be rejected by the American people," she said.

The Republican National Convention begins Tuesday after organizers suspended the first day of activities on Monday due to concerns over Hurricane Isaac bearing down on the Florida coast.

Romney will deliver a primetime, nationally-televised address accepting the Republican presidential nomination on Thursday.

Figure & Gesture Drawing Tool - Lines and Colors

Figure & Gesture Drawing Tool
Though figure drawing classes and open studio sessions are frequently available at art schools and artist organizations in larger metropolitan areas (see my post on the Directory of Figure Drawing Sessions), it?s not always easy or convenient to find a class nearby.

In 2007 I wrote an article about online or on disc substitutes for figure drawing sessions, Poser, Pose Maniacs and Virtual Pose.

I recently appended the article to bring it up to date, and added reference to the Figure & Gesture Drawing Tool, a website that provides figure drawing reference in the way of timed photographs.

In many of the figure drawing classes and sessions I?ve attended over the years, it?s common practice to start with shorter poses (sometimes called ?croquis?, from a French word meaning ?sketch?), from which gestural drawings are made, capturing the movement and gesture of the pose rather than detail. From there, classes usually move to longer poses, of different lengths for different intentions in the degree of finish the artists are trying to achieve.

In an attempt to simulate this, the Figure & Gesture Drawing Tool allows you to choose a pose interval, from 30 seconds to 10 minutes. after which the page automatically replaces the photo with another pose. You can also advance or step back manually, or use a pause button to choose your own timing. You can also choose clothed or nude models, male or female, or a mix.

There is also a choice for a ?class?, that starts with shorter poses, moves to longer ones and includes breaks.

Though some of the poses are a little oddball (having been supplemented lately with turn of the century cheesecake postcards), and the photos aren?t as consistent or high quality as a dedicated commercial product like Virtual Pose might provide, some of them are quite good, and Figure & Gesture Drawing Tool is free, supported by donations to help defray the cost of bandwidth.

There is also a secondary feature, an Animal Drawing Training Tool.

Figure & Gesture Drawing Tool is provided and maintained by Kim of Piexlovely, a web design firm in Portland, Oregon.

South Korean court rules Apple infringed on two Samsung patents, fines it $35k; Samsung gets hit too

We have yet another twist in the worldwide patent battle between electronics giants Apple and Samsung, as the Wall Street Journal and Reuters report a Seoul court has ruled in favor of the latter when it came to two patents in a case on its home turf. While it decided that Apple had infringed on two Samsung patents, it also found that Samsung had returned the favor on Apple's "bounceback" design patent, but not on another regarding icon design resulting in damages of about $22,000 Samsung. That's according to WSJ's Evan Ramstad, who also reports that other than the light financial slap on the wrist, the ruling means that the infringing products can no longer be sold in South Korea. The list of affected hardware includes mostly previous gen products like the iPhone 4 and iPad 2, as well as the Galaxy Tab 10.1, Galaxy S II and Galaxy Nexus. Asia Economic indicates the two patents Apple was found to have infringed are of the much-disputed standards-essential type relating to the transmission of data. This action doesn't appear to significantly tilt the battlefield in any particular direction, so we'll continue to keep an eye on the jury deliberating in California.

Microsoft?s New Logo Is A Hop, Skip, And Straightened Character Away From Apple?s Typeface

i-hate-everything--large-msg-11860017175Some people love Microsoft's new logo. Some people hate it. However, most agree it looks like a mashup of Google and Apple's design elements. The symbol next to the name looks straight out of Google's design portfolio. Then, as shown more precisely after the jump, the Segoe font looks very similar to Adobe's Myriad Pro, most famously used throughout Apple products. It's hard to argue that Microsoft didn't look to the other brands for at least a little inspiration.

Oil prices rise on expectations for economic aid

BANGKOK?Crude prices rose above $98 per barrel Thursday, with oil markets being driven by hopes that the Federal Reserve is leaning toward action to help the U.S. economy's stalled recovery.

Benchmark crude for October delivery rose 77 cents in midday Bangkok time to $98.03 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose 42 cents to finish at $97.26 per barrel in New York on Wednesday.

Brent crude rose $1.01 to $115.92 on the ICE Futures exchange in London.

Minutes from the Fed's July meeting suggested its members were prepared to take new steps to boost the U.S. economy.

The minutes show that Fed officials spoke with increased urgency about the need to provide more help to the economy unless it improved significantly. But there were no specific details about what steps might be taken or when.

Oil prices have risen about $8 per barrel since Aug. 1, partly on hopes that the U.S., Europe and China would do more to increase growth in their respective economies. Slower growth cuts into the demand for oil and other energy products.

In other futures trading on the Nymex, heating oil rose 1.9 cents to $3.1559 per gallon. Gasoline futures rose 2.7 cents to $2.9654. Natural gas rose 2.6 cents to $2.852 per gallon.

Legal History Blog: Donohue on the Four Epochs of National ...

, an account of national security across its four epochs in American history.? It is also out in the

The United States? National Security Strategy (?NSS?), issued in May 2010, articulates an expansion in U.S. interests that stems from the end of the Cold War. Departing from a policy of industrial growth and military containment in response to geopolitical threats, U.S. national security is now defined in terms of a wide range of potential risks that the country faces.

The NSS, for instance, ties the economy, education, immigration, infrastructure, science and innovation, alternative forms of energy, health care, and reductions in the federal deficit to U.S. national security. It calls for a ?seamless coordination among Federal, state, and local governments to prevent, protect against, and respond to threats and natural disasters.? A ?whole of government approach? will integrate the skills and capabilities of the country?s military and civilian institutions, including, inter alia, merging the staffs of the National Security Council (?NSC?) and Homeland Security Council. In addition to foreign policy and international military concerns, the NSC will now also focus on trade, travel, organized crime, domestic intelligence gathering and dissemination, terrorism, public health, and natural disasters.

The NSS is not alone in its rather expansive view of U.S. national security. The Quadrennial Defense Review (?QDR?), for example, issued in February 2010, cites threats related to the global commons, cybersecurity, climate change, and energy. The Quadrennial Intelligence Community Review (?QICR?), issued in January 2009, proclaims the dawn of a new era, requiring a ?fundamental transformation of the national security establishment.? It identifies seven key variables underlying the unique threats now faced by the United States: political and military, social and cultural, demographic and health, domestic environment, innovation and technology, energy and environment, and economic and financial.

What these and other articulations share in common is a significantly expanded view of what constitutes U.S. national security -- one which differs not just from that which dominated during the Cold War, but also from any point in U.S. history. This is not the first shift in how the country has looked at its security interests. It is, however, by far the most expansive. And it is beginning to find root in the law, with significant constitutional implications.

This article argues that the current expansion represents the fourth and most troubling epoch in the evolution of the country?s approach to national security, one that raises concern about the distribution of power within the U.S. constitutional structure. It suggests that each epoch resulted in alterations to the domestic and foreign affairs structures of the federal government -- components generally considered to lie in different realms, but, in fact, equally important in conceptions of U.S. national security.

The national security interests of the Founders centered on protection of the Union, the constitutional structure of the state, and the national government as the institutional representation of the people as sovereign. But it is not now the protection of the people?s sovereignty that is the primary aim of federal activity. Instead, it is the federal government?s sovereignty, which, through secret mechanisms and a greatly enlarged administrative capacity, is being secured as against the people. The resulting constitutional implications make the fourth epoch fundamentally different from those that preceded it.

At some point, the effort to attach issues to national security is simply blatant opportunism. Thus, Senator Barbara Mikulski of Maryland, a member of the Health, Education, Labor, and Pensions Committee, recently considered counterfeit prescription drugs entering the United States. During the Senate hearing, she asked, ?[A]re we moving with [a] sense of urgency? Has this been escalated to a homeland security issue? Is this the top of anyone?s agenda?? The underlying assumption is that as soon as the issue becomes couched as a security concern, it rockets to the top of the political agenda. ?For any of us who value safety and efficacy,? Mikulski added, ?this has to be elevated to a national security, homeland security and criminal level.? Reasonable minds may differ on whether the threats faced by the country today are any greater than those that existed in previous decades. Perhaps less controversial, however, is the observation that the basic understanding of what constitutes a national security threat has changed. So have executive institutions, relationships, and authorities -- with constitutional implications. In 1928, Justice Brandeis remarked, ?The greatest dangers to liberty lurk in insidious encroachments by men of zeal, well meaning but without understanding.? In developing a deeper understanding of the evolution of conceptions of U.S. national security, perhaps stronger resistance to such encroachments may ensue.

BHP delays $20 billion Olympic Dam project as profit slides

MELBOURNE/LONDON (Reuters) - BHP Billiton has shelved its planned $20 billion Olympic Dam expansion in Australia and put all other approvals on hold as the world's largest miner battles escalating development costs, slumping prices and an uncertain outlook.

BHP posted a 35 percent slide in second-half profit and its first fall in annual profit in three years, in the face of falling prices as China's growth cools - wrapping up a sobering earnings season for the world's top producers.

"It's pleasing to see that there's some capital discipline from the company, so they are not ploughing ahead irrespective of current difficult economic conditions," said Tim Schroeders, a portfolio manager at Pengana Capital in Melbourne.

Big miners have all been battered by weaker prices for iron ore, copper, coal, nickel and aluminium as economic growth in big-buyer China slows this year to what is expected to be its weakest pace in more than a decade.

Expanding Olympic Dam, the world's fourth-largest known copper deposit and largest uranium source, was one of three major projects that were due to go to the BHP board for final approval by December 2012 in an $80 billion pipeline of projects that BHP had flagged were likely to be slowed.

On Wednesday, the Anglo-Australian giant said no major new projects would be approved before June 2013.

The move from BHP, though not unexpected, is one of the strongest signals of restraint yet in a mining sector that so far has cut projects and trimmed spending mostly on the fringes.

BHP CEO Marius Kloppers told analysts and reporters the company would take a fresh look at Olympic Dam and consider new technology to improve the economics of the project.

"This about capex escalation," Kloppers said. "This is an escalation driven by a tight labour market, a tight supplier market, a high exchange rate and high diesel prices, which has made a concept that we thought would work, unviable."

BHP said that as a result of the review, it would not be ready to approve an expansion before December 15, 2012, the deadline agreed with the South Australia state government.

Indeed, Kloppers said the miner had written off the study costs of the project altogether, saying BHP was "insufficiently certain" it could devise an economically viable plan at all.

Investors, who have been pressing the major miners to return capital to shareholders rather than splash out on major projects in an uncertain environment, were relieved BHP would hold back on the plan to quadruple copper output from Olympic Dam.

"Cancelling Olympic Dam was probably a good announcement, as the market was looking for something of that nature, or hoping for something like that. So it's a sensible move on their part," said Hayden Bairstow, a Sydney-based analyst at CLSA.

BHP's London shares were down 1.2 percent at 1,957 pence at 1400 GMT, outperforming its peers and the UK mining sector <.ftnmx1770>. Its Australian shares slipped 0.3 percent to close at A$33.16 after the announcement.

"LIVING WITHIN ITS MEANS"

BHP did not cut back on short term spending though - $22.8 billion worth of capital spending over the coming year on projects already approved would go ahead, it said.

The miner, which has publicized a desire to live "within its means", said it would rely on its balance sheet and some asset sales to plug the gap between spending and estimated cash flow.

The expansions underway will boost BHP's production volumes substantially by the end of 2015, including a 50 percent increase in coking coal output, Kloppers said.

But the decision not to approve other major projects this year left open the question of whether BHP will press ahead with its two other mega developments - the Port Hedland Outer Harbour in Australia and the Jansen potash project in Canada.

Kloppers told reporters the company would focus on squeezing as much as it could out of the existing inner harbour iron ore port at Port Hedland - where efficiencies could mean spare capacity in coming years - before pushing on with a new harbour, and remained committed to getting into potash in the long run.

"I don't think BHP has been given a mandate from investors and shareholders to go out and write blank cheques. I think they're very mindful of that and they're bunkering down and responding to the feedback they've been getting," said Peter Esho, chief markets analyst at broker City Index in Sydney.

BHP expects Chinese steel demand growth to slow to a much more modest pace than over the past 10 years, and Kloppers was bearish about a near-term recovery in iron ore prices, languishing at their lowest since December 2009, and coal.

GRAPHIC: BHP profit http://link.reuters.com/zun22t

^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^>

BHP's second-half attributable profit before exceptional items fell to $7.16 billion from $10.98 billion a year earlier, as calculated by Reuters from the full-year results, broadly in line with forecasts. Full-year profit to the end of June fell to $17.1 billion from $21.7 billion a year earlier.

BHP has also been hurt by lower natural gas prices and industrial action at its coking coal mines, with its bottom line hit by $2.5 billion in writedowns on its shale gas and nickel assets and charges on projects, including Olympic Dam.

In BHP's biggest business of iron ore, softening demand growth from China has been particularly painful. The world's biggest iron ore miner, Brazil's Vale , last month reported its worst quarterly earnings in two years.

BHP raised its final dividend by 2 cents to 57 cents, but that was below analysts' forecasts of around 58 cents, which was seen as another sign of caution on the outlook.

BHP said earlier this month it would book a $2.8 billion writedown on the U.S. shale business it had bought last year and $450 million on its Australian nickel division, which led Kloppers and petroleum head Mike Yeager to forgo their bonuses.

Kloppers said he saw a recovery in gas prices after a "dramatic" reduction in wells, as players respond to prices hit by unexpected technological improvements and warm weather.

Job stress doubles diabetes risk in women

Work stress doubles the risk of developing diabetes for women who have little or no control over what they do on the job, according to a new Canadian study.

The same is not true for men.

"Men and women react differently to workplace stress," Peter Smith, lead author of the nine-year study by researchers at the Institute for Work and Health and the Institute for Clinical Evaluative Sciences in Toronto, told AFP.

Smith suggested that women under stress may be "more likely to turn to foods with higher fat and sugar content than men," as one possible explanation for the results.

The primary reasons outlined in the study for the increased risk for women are the disruptions of neuroendocrine and immune system functioning and increased or prolonged cortisol and sympathetic hormone release in reaction to stress; and changes in diet and energy expenditure, possibly as coping mechanisms.

The researchers followed 7,443 women working in Canada's Ontario province with no previous diagnoses for diabetes.

Their results, published this week in the journal of Occupational Medicine, showed that 19 percent of cases of diabetes in women are due to "low job control," which is higher than that for smoking, drinking or low physical activity, but lower than for obesity.

From the Android Forums: Managing recovery versions

ClockworkMod recovery

Shiny Top asks in the Android Central forums,

I have two Galaxy Nexus phones, bought 3 weeks apart. I have uninstalled Rom Manager from both.

One, when I reboot into recovery, has CWM Recovery version 5.8.0.2 and the other has 6.0.1.0.1. The 5 version has larger letters and can be controlled by touch or volume and power button. The 6 version can only be controlled by the volume and power buttons. I don't know how to change the version and wonder if anybody can enlighten me. I prefer the 5 version if that matters.

We're glad you asked. There's two ways to install ClockworkMod recovery on your G Nex -- an easy way and a less-easy way. Let's hit the break and have a look at the methods.

Have a question you need answered? (Preferably about Android, but we're flexible.) Hit up our Contact Page to get in touch!
