House GOP to change stalled debt bill (AP)

WASHINGTON ? House Republicans say they will change stalled legislation to avoid a national default in hopes of gaining the votes needed to pass it as early as Friday.

Rep. David Dreier of California says the measure will still raise the debt limit by $900 billion and cut spending by $917 billion. But a second increase in borrowing authority wouldn't take effect unless Congress sends a constitutional balanced budget amendment to the states for ratification.

That was a key demand of rebellious conservatives who withheld their votes from the legislation on Thursday night.

There is no immediate word on when the House will vote on the revised bill. The government faces the prospect of an economy-shaking default if Congress doesn't raise the debt limit by Tuesday.

Girl gets charity wish met after death in crash (AP)

SEATTLE ? In honor of her 9th birthday, Rachel Beckwith asked friends and family to donate money to bring clean water to an African village. Rachel was close to meeting her goal of raising $300 when she died last week after a car accident.

In her memory, strangers have now made her dream come true many times over.

By Wednesday afternoon, some 10,000 people had donated more than $400,000 to "charity: water" in Rachel's honor, many in gifts of $9 each. On a website set up by Rachel and her mother before her birthday, she explained the inspiration for her project.

"I found out that millions of people don't live to see their 5th birthday. And why? Because they didn't have access to clean, safe water so I'm celebrating my birthday like never before," she wrote. "I'm asking from everyone I know to donate to my campaign instead of gifts for my birthday."

By her June 12 birthday, $220 was raised and the page was closed. On July 20, Rachel was fatally injured in a 13-car pileup on Interstate 90 in Bellevue, Wash. Over the weekend, she was taken off life support and a pastor from her church arranged for the donation page to be reopened.

On Monday, Rachel's mom, Samantha Paul, who was also injured in the accident and has declined to be interviewed, thanked donors online for their generosity.

"I am in awe of the overwhelming love to take my daughter's dream and make it a reality. In the face of unexplainable pain you have provided undeniable hope," Paul wrote. "I know Rachel is smiling!"

Her little sister, Sienna, was also in the car but not seriously injured.

The total raised by Rachel's appeal for "charity: water" has been growing exponentially since the weekend, increasing by nearly $100,000 on Wednesday.

"We've all been so deeply moved by Rachel's unselfishness," said nonprofit founder Scott Harrison, who used his own 34th and 35th birthdays to raise money to bring clean drinking water to Africa.

"Charity: water" estimates each $20 donation is enough to provide one person with clean drinking water for 20 years. In the past five years, the New York-based charity has raised $48 million and supported 3,962 water projects in Africa, Asia and Central America. The money is spent mostly to dig wells, improve water systems or catch rainwater and the projects usually serve entire communities.

Rachel's fundraising campaign has quickly become the largest in the history of "charity: water," which depends mostly on individuals to invite their friends and families to give money to celebrate a birthday or wedding or other event, said spokeswoman Sarah Cohen.

Rachel was inspired to support the charity when Harrison spoke at her church.

Donors wrote on Rachel's page that they were humbled by her generosity, called her an angel, and some even asked her to say hello to dead relatives.

"What great things can be accomplished by the wish of a little girl," wrote a donor who identified herself as Leann Groby and donated $15.

A number of donors were inspired to start their own "charity: water" pages.

"What a gift from God her charity will be for so many people who will never know her," wrote Gregory Chiartas, who donated $50 on Wednesday and set up his own page to seek more donations from his friends.

Jeremy Johnson, assistant pastor at Eastlake Community Church in Bothell, which Rachel's family attends, said the community is thankful for the outpouring of support and love for Rachel.

By email, he declined requests for interviews, saying the church was happy about how the campaign had grown and didn't want to get in the way of the family or make anyone think they were trying to promote the church.

"Our primary focus now is to make sure that the family doesn't have to incur crippling expenses related to medical or funeral bills. It is to this that we now direct our energies," Johnson wrote.

Another church member is raising money to help the family with their expenses.

LONDON (AFP) ? Arms manufacturer BAE Systems on Thursday said net profits fell 22 percent to ?478 million (544 million euros, $780 million) in the first half on falling sales.

The British group, posting earnings for the six months to June 30 compared with the first half of 2010, also unveiled plans to repurchase some of its shares at a cost of up to ?500 million.

It comes as no surprise to find that Alan Greenspan is wrong. But with respect to his latest column, an attempted defense of laissez-faire regulatory policies and lower bank capital standards, it?s worth explaining in a little detail exactly why he?s wrong.

Greenspan?s thesis does have a certain internal logic:

Since the devastating Japanese earthquake and, earlier, the global financial tsunami, governments have been pressed to guarantee their populations against virtually all the risks exposed by those extremely low probability events. But should they? Guarantees require the building up of a buffer of idle resources that are not otherwise engaged in the production of goods and services. They are employed only if, and when, the crisis emerges.

But if you think for a moment about the logical implications of what Greenspan is saying here, they?re truly horrific. Imagine a world where the Japanese government did not insure its population against extremely low probability events like the recent earthquake ? this is Greenspan?s example, not mine. The toll of death and suffering in one of the richest countries in the world, which was catastrophically high to begin with, would soar, and the Japanese government, through inaction, would be killing thousands of its own citizens, in a heartless and entirely avoidable decision. Meanwhile, the broader Japanese economy would suffer much more greatly than it already is.

In other words, the Japanese government doesn?t need to be ?pressed? to save its citizens? lives in the event of a disaster; that?s its job.

What?s more, the second part of Greenspan?s thesis is equally incoherent, if not quite as morally monstrous. According to Greenspan, things like ?expensive building materials whose earthquake flexibility is needed for only a minute or two every century? are ?idle resources? and therefore in economic terms a waste of money. But a significant part of the Japanese economy is comprised of companies and individuals engaged in manufacturing and installing precisely those expensive building materials. It?s hard to see how the production of goods and services means that the economy is not engaged in the production of goods and services.

And it?s simply not true that the insurance industry acts as a brake on the economy, an area where otherwise-productive resources go to be wasted and squandered. Indeed, there?s a strong case to be made that when we remit our insurance premiums to someone like Berkshire Hathaway, they?re invested rather better than if they remained sitting in our checking account.

But all of this is just throat-clearing, really: Greenspan?s using his awful Japan metaphor to try to persuade us that banks shouldn?t be regulated, and that their minimum capital levels shouldn?t be raised in the wake of the financial crisis. If only capital levels hadn?t been raised, says Greenspan, then the banks could be lending out that money instead!

Except, there?s no indication whatsoever that banks have any particular appetite to lend out more money in the present economic climate than they?re doing already. And as my commenter dWj says, if banks have more capital, that really doesn?t slow down the economy one iota:

If the Fed prints $5 trillion of new money and puts it in a hole in the ground, it has no impact on the economy (unless it somehow influences expectations). If the Fed doesn?t print $10 billion of new money but someone puts $10 billion in a hole in the ground (or generally takes it out of circulation for many years), that?s contractionary. Extra equity for banks held in the form of dollars ? I assume they wouldn?t hold it in piles of factories or mining equipment ? doesn?t tie up real resources, and would presumably be counteracted by the Fed in terms of its nominal effects; it would only make a difference if people expected it to actually enter circulation, i.e. if banks were expected to start crashing, i.e. exactly when you want people to expect looser monetary policy.

I support bank capital requirements to stabilize the financial system, but if you want to support them as an automatic monetary stabilizer, that?s okay, too.

To put this another way, the stated aim of high bank capital requirements is that it will help prevent banking collapses. That?s a good idea, even if Greenspan doesn?t seem very impressed. But there?s another way that high bank capital requirements can help the economy. They start being used when the economy is in crisis ? which is exactly the point at which you want a bunch more money in the system. It?s like an automated sluice in a reservoir, which rises when the river gets too low.

Meanwhile, so long as bank capital is just sitting in the form of idle money at the Fed, it?s doing no harm to the economy at all, and if the Fed wants more money in the economy, then the Fed can orchestrate precisely that. The Fed?s in charge of monetary policy, after all. As one would expect Alan Greenspan, of all people, to know.

While Greenspan says, then, that we?re suffering from ?an excess of buffers at the expense of our standards of living?, he adduces no good reason at all to believe that buffers actually reduce our standard of living in the slightest. In fact, the opposite is true ? ask anybody who has experienced both wealth and poverty. When you?re wealthy ? when you have a nice capital buffer to absorb mistakes ? you don?t worry so much about running risks, and you?re significantly happier than when you?re poor and you have to be much more worried about where your money might end up. Insurance improves living standards, it doesn?t detract from them. Let?s have more of it.

In the U.S., we?ve got gridlock-and-extortion in Congress over raising the federal debt limit, even as both sides are generally agreed that the era of ever-rising deficits is over.

Though not a single politician or mainstream economic analyst has ever made the connection, the new worldwide austerity in public spending traces to a physical cause, as measured by change in EROI ? energy return on energy invested. This is the ratio between the energy that comes into the global economy and the energy it takes to produce that energy. Worldwide, the average EROI of oil is down to 20:1 from its original value of 100:1 eighty years ago. This means that our oil-fueled economy simply has less capacity to generate wealth than it did back then, because an increasing share of the energy that used to be dedicated to producing goods and services is being plowed back into securing energy.

Even more troubling than oil?s 20:1 global average is the figure for new oil, just 5 to 1. It takes a lot of energy to drill five miles under the ocean and pump crude back to a refinery, or to cook tar sands to extract a usable fuel. The energy wellspring at the heart of our economy no longer gushes a torrent of wealth; it?s a smaller, much-diminished stream.

Wind and other renewable energy sources offer returns in the seventeen-to-one range ? still a nice income flow, but nothing like the flood we once got from oil. Everything our economy accomplishes, including health care, government, schools, roads, defense, repairing our aging infrastructure and re-engineering our built environment to handle the changed weather that oil use has given us, is going to have to be financed from a much-diminished EROI. And private largess, such as the oil-fueled philanthropy of Andrew Carnegie that built libraries and established foundations and grants for worthy public causes, will fare no better. (The conservative notion that private philanthropy will increase if government takes a smaller bite of the total economy is mostly wishful thinking; the rising overhead costs of energy ? the increasing energy cost of energy ? will shrink the economic pie as a whole, no matter where we make our slice between the public and private sectors).

Conservatives in Washington and elsewhere insist that we can no longer afford the level of governmental services we?ve become accustomed to. Their call for austerity in public spending is partially right, but for reasons that are wholly wrong: they think that by busting public unions, by reneging on pension agreements for teachers and public employees, by privatizing the production of public goods (streets, schools, even national defense), by cutting regulations and in general shrinking the government, they?ll release the pent-up entrepreneurial energies of business, which will put things back the way they were a few decades ago, when oil was returning a respectable 40:1. That?s simply not going to happen.

Beyond the wrangling between the deficit reducers and the Keynesians, like Paul Krugman, who warn (correctly) that deficit reduction during a recession will only make the recession worse, there lies another deficit, one that no one is talking about: the deficit we?re currently running in our country?s environmental account. We?re drawing down natural capital to cash it out as wealth, which means we?re spending a capital stock ? healthy ecosystems ? as if it were income. Worse, we borrow money against the prospect of being able to do this forever. That, too, simply isn?t going to happen.

We?ve begun to recognize that we can?t borrow infinitely against our financial future. At some point we have to recognize that we can?t borrow infinitely against our environmental future, either. We?ve got to learn to budget ourselves to the level of economic activity that can be supported and maintained by current solar income instead of running that account in the red. We?ve got to stop counting on continued drawdown of finite stocks of fossil fuel and stop counting on paying our current expenses by borrowing against the continual expansion of our economy?s ecological footprint.

The partisans of Infinite Planet Theory who are managing our (supposedly) infinite growth economy don?t recognize this. They don?t see the shape of the emergent reality: the energy overhead of our economy is increasing at precisely the moment we need even greater investment to build a sustainable, renewable energy society and re-engineer our civil infrastructures to handle the world as we have made it. It?s a very difficult squeeze: needed expenses are rising as income flow declines.

There is some room for hope. It is possible to have a decent civilization founded on the rates of return that renewable energy offers ? and unlike the EROI of oil, those rates can be expected to increase with time and technological development. Solving the EROI squeeze means committing ourselves to building the infrastructure we need to capture current solar income and run our economy on renewable, non-carbon-based energy. Every unit of fossil energy we use to do anything else commits the United States and the planet as a whole to a lower, more straitened standard of living in the future. If we want to see an America of crumbling concrete and weed-filled vacant lots, an America too poor to repair its buildings and bridges, too poor to educate its young to the highest standards, an America that has become a fallen, impoverished power, we need only continue as we are: burning fossil fuel, ignoring climate change, and refusing to invest in the renewable energy infrastructure we need for a sane, rational, steady state economy.

Apple shares surge on results; earnings targets raised (Reuters)

(Reuters) ? Apple Inc shares surged 6 percent in pre-market trading on Wednesday, a day after the company posted stellar results even by its own lofty standards, prompting several analysts to raise their earnings targets for the iPhone maker.

Apple's second-quarter results were driven by blockbuster sales of the iPhone and strong Asian business, while concerns over iPad 2 supply constraints and the launch of iPhone5 eased.

"We believe that buyside sentiment has been improving as the uncertainty over the iPhone5 launch abates and that Apple's fundamentals remain compelling, given its leadership positions in the fast growing smartphone and tablet markets," Bernstein Research said in a note.

Bank of America Merrill Lynch and Wells Fargo raised their earnings estimates on Apple by 10 percent and 13 percent, respectively.

Data from Thomson Reuters Starmine suggests more earnings upgrades could be on the way. For 2011, Starmine's predicted surprise -- the difference between the consensus and Starmine's estimates that gives a higher weight to the most accurate forecasters -- was a positive 2 percent. For 2012, it's 4 percent.

Most analysts said Apple's forecasts for the September quarter were conservative, given the large number of product launches that were due.

Apple, notorious for its conservative forecasts, estimated earnings for the September quarter of $5.50 a share on revenue of $25 billion, below analysts' average estimate of $6.45 a share on revenue of $27.7 billion.

"We would be buyers as we view the guidance as too conservative and believe the new products will drive the stock higher," Jefferies said.

Susquehanna raised its price target on the company's stock to $535 from $465, citing Apple's move to cloud services with its iCloud offering. Gleacher & Co raised its price target to as much as $500.

The mean price target on the stock is $453.30, according to Starmine data, which indicates analysts expect the shares to more rise by more than 13 percent in the next 12 months.
